Sustainability and the Way Forward
Based on the experiences gained in the two pilot regions and their replication in other regions across the country, a national strategy for LRED in Indonesia will be reflected in the Mid-Term Development Plan (RPJM) 2010-2014 devised by BAPPENAS. It provides the basis for annual planning and budgeting at both national as well as regional levels.

For the implementation of the national strategy and in order to bundle the various efforts and resources as well as make use of best practices, it is planned to also set up a national LRED Facility. The facility is envisaged as a joint effort of both, public and private stakeholders. Once established, it will act as

1. a broker for socializing and disseminating LRED instruments and approaches;
2. an intermediary between the national and regional governments as well as SMEs;
3. a “center for excellence” and think tank for LRED in Indonesia.

To this end, the facility will provide demand-driven, quality-assured expertise and advisory services to regional governments, SMEs or business associations. The services will focus on specific LRED instruments in the various fields of intervention, including impact monitoring and evaluation of selected measures. In addition, regional governments will be supported in the integration of LRED interventions in their budget and in mobilizing further funding for LRED.

The effectiveness of the LRED facility is highly dependent on a network of qualified facilitators and trainers that may implement specific, demand-oriented interventions in the regions and strengthen local stakeholders. This LRED expert pool can be understood as the service provider of the planned LRED facility. In the long run, the facility and expert pool will be self-sustaining, with market forces securing quality and matching supply and demand.
